11  The Committee on Ways and Means (Lawson) recommended the
12  following amendment:

14         Senate Amendment (with title amendment) 
15         On page 13, lines 22 through 26, delete those lines
16  
17  and insert:  
18  currently enrolled may be included by the department in the
19  supplemental insurance benefit plan established by the
20  department without participating in a request for proposal,
21  submitting bids, negotiating contracts, or negotiating a
22  specially designed benefit package; provided, however, the
23  department may not exclude any such providers except for
24  failure to meet meaningful performance standards regarding
25  levels of service to state employees as established by
26  contract after reasonable opportunities for corrective actions
27  following written notice of any such failures. These contracts
