14 On page 77, line 5, through
15 page 78, line 17, delete those lines

17 and insert:
18 Section 9. By January 15, 2006, the Office of Program
19 Policy Analysis and Government Accountability shall submit to
20 the Legislature a study of the long-term care community
21 diversion pilot project authorized under sections
22 430.701-430.709, Florida Statutes. The study may be conducted
23 by staff of the Office of Program Policy Analysis and
24 Government Accountability or by a consultant obtained through
25 a competitive bid pursuant to the provisions of chapter 287,
26 Florida Statutes. The study must use a statistically-valid
27 methodology to assess the percent of persons served in the
28 project over a 2-year period who would have required Medicaid
29 nursing home services without the diversion services, which
30 services are most frequently used, and which services are
31 least frequently used. The study must determine whether the

1 project is cost-effective or is an expansion of the Medicaid
2 program because a preponderance of the project enrollees would
3 not have required Medicaid nursing home services within a
4 2-year period regardless of the availability of the project or
5 that the enrollees could have been safely served through
6 another Medicaid program at a lower cost to the state.
