11  The Committee on Health Care (Rich) recommended the following
12  amendment:

14         Senate Amendment 
15         On page 59, lines 5-15, delete those lines
16  
17  and insert:  
18         (f)  To develop and recommend a mechanism for providing
19  information to Medicaid recipients for the purpose of
20  selecting a capitated managed care plan. Examples of such
21  mechanisms may include, but are not limited to, interactive
22  information systems, mailings, mass marketing materials,
23  public information and enrollment fairs, contracted one-on-one
24  counseling services, and peer counseling services.
25         (g)  To develop and recommend a system that prohibits
26  capitated managed care plans, their representatives, and
27  providers employed by or contracted with the capitated managed
28  care plans from recruiting persons eligible or enrolled in
29  Medicaid, from providing inducements to Medicaid recipients to
30  select a particular capitated managed care plan, and from
31  prejudicing Medicaid recipients against other capitated
