17 and insert:
18 Section 1. Subsection (5) is added to section 197.402,
19 Florida Statutes, to read:
20 197.402 Advertisement of real or personal property
21 with delinquent taxes.--
22 (5) Notwithstanding the provisions of this section,
23 the counties of Lake, Marion, Seminole, and Sumter shall enter
24 into a pilot program for the next two full property tax
25 cycles. During this time the tax collector in each county
26 shall, in addition to the provisions set forth in this
27 section, follow the provisions set forth in this subsection
28 for the purpose of studying the effectiveness of the current
29 advertising provisions of this section. The pilot program
30 shall record the number of pieces of real property on which
31 the delinquent taxes are paid by the property owner, or by

1 someone on the property owner's behalf, following each weekly
2 publication of the delinquent tax list.
3 (a) Coinciding with the first date of publication of
4 the delinquent tax list, the tax collector shall also mail to
5 the last known address of the then delinquent real property
6 owner a certified letter, return receipt requested, advising
7 the property owner that his or her taxes on the property are
8 delinquent and that a certificate will be sold if the taxes
9 are not made current by the date set forth in the letter.
10 (b) For the first 7 days, including the date of
11 publication, it shall be incumbent on the tax collector to
12 determine if the delinquent tax payer, or the person paying on
13 behalf of the taxpayer, whether the payment is being made
14 pursuant to the published notice or receipt of the certified
15 letter and to record each answer. Like information will be
16 recorded for the second 7-day period and the third 7-day
17 period.
18 (c) At the end of this 2-year pilot program, the tax
19 collector in each of the counties named in this subsection
20 shall submit a report to the President of the Senate and the
21 Speaker of the House of Representatives, on or before October
22 1, 2007. Each report shall include the statistics gathered.
23 The report shall also set forth the annual cost to publish the
24 delinquent tax list, the cost to send the certified letters as
25 required, and both the number of responses elicited by each
26 and the dollar value collected from each owner or owner's
27 representative.
28 Section 2. This act shall take effect July 1, 2005.
