9 | (2) ADOPTION OF BYLAWS.-- |
10 | (e) The organization shall adopt bylaws in consultation |
11 | with the Florida School Boards Association and the Florida |
12 | Association of District School Superintendents specifying that, |
13 | in order to qualify for membership in the organization, a school |
14 | must abide by district school board procedure or private school |
15 | procedure that requires: |
16 | 1. Instruction in physical education or health classes on |
17 | the dangers of steroid use. |
18 | 2. Instruction by head coaches to the members of their |
19 | teams on the dangers of steroid use. |
20 | 3. Inclusion of a prohibition against steroid use in the |
21 | student code of conduct. |
22 | 4. Inclusion of steroid effects in drug suspicion |
23 | criteria. |
24 | (f) The organization shall adopt bylaws requiring |
25 | adherence to the Florida Coaches Code of Ethics, including |
26 | penalties for noncompliance. The Florida Coaches Code of Ethics |
27 | shall be developed by October 1, 2005. |
28 | Section 6. Not later than October 1, 2005, the Florida |
29 | High School Athletic Association shall make recommendations to |
30 | the Speaker of the House of Representatives and the President of |
31 | the Senate for a pilot drug testing program to test for |
32 | performance-enhancing drugs. The pilot program must involve |
33 | statewide testing of a random sample of the student athletes in |
34 | a selected sport. |
