| 5 | WHEREAS, the construction industry in Florida employs over |
| 6 | 444,000 men and women and is the fifth largest industry in the |
| 7 | state, and |
| 8 | WHEREAS, total employment in the construction industry is |
| 9 | more than double the cumulative employment in agriculture, |
| 10 | forestry, and fisheries, and |
| 11 | WHEREAS, the construction industry has a minority |
| 12 | employment rate of 32 percent, and |
| 13 | WHEREAS, merit shop construction has a record of higher |
| 14 | workplace safety and lower fatality rates than union shops and |
| 15 | the industry average, and |
| 16 | WHEREAS, construction in Florida has an annual payroll in |
| 17 | excess of $8.8 billion, and |
| 18 | WHEREAS, construction in Florida contributes over $1 |
| 19 | billion in sales and use tax collected each year, and |
| 20 | WHEREAS, the Florida Constitution guarantees that "the |
| 21 | right of persons to work shall not be denied or abridged on |
| 22 | account of membership or nonmembership in any labor union or |
| 23 | labor organization," NOW, THEREFORE, |

| 25 | Be It Resolved by the House of Representatives of the State of |
| 26 | Florida: |

| 28 | That the week of March 27-April 2, 2005, is designated as |
| 29 | "Merit Shop Construction Week" in Florida. |
