| 9 | care service area may be directed from a multiservice |
| 10 | senior center as defined in s. 430.901, F.S.; providing an |
| 11 | effective date. |

| 13 | Be It Enacted by the Legislature of the State of Florida: |
| 14 |
|
| 15 | Section 1. Section 430.901, Florida Statutes, is created |
| 16 | to read: |
| 17 | 430.901 Multiservice senior center; definition; |
| 18 | purpose.--A "multiservice senior center" is: |
| 19 | (1) A community facility that is a highly visible focal |
| 20 | point for the organization and provision of a broad spectrum of |
| 21 | services suited to the diverse needs and interests of |
| 22 | independent older persons, which may include nutritional meals; |
| 23 | health, mental health, social, wellness, respite care, and |
| 24 | education services; and recreational activities. |
| 25 | (2) An entity that may partner with an aging resource |
| 26 | center to provide for easier access to long-term care services |
| 27 | by seniors and their families who reside within the local |
| 28 | community. |
| 29 | (3) A setting that provides opportunities that enable |
| 30 | participants to stay connected to their communities and their |
| 31 | support networks. |
| 32 | (4) Designed to offer preventive screenings, activities, |
| 33 | and services that may divert seniors from more extensive in-home |
| 34 | services and help reduce, delay, or prevent premature |
| 35 | institutionalization. |
| 36 | (5) Designed for ease of access and use by seniors with |
| 37 | varying levels of physical abilities. |
| 38 | Section 2. Section 430.206, Florida Statutes, is |
| 39 | renumbered as section 430.902, Florida Statutes, and amended to |
| 40 | read: |
| 41 | 430.902 430.206 Multiservice senior center.-- |
| 42 | (1) If practicable, multiservice senior center services |
| 43 | shall be available to functionally impaired elderly persons. |
| 44 | (2) If feasible, a multiservice senior center should must |
| 45 | be centrally located and easily accessible to public |
| 46 | transportation. Provision may be made for transporting persons |
| 47 | to the center. A center shall be designed to provide ease of |
| 48 | access and use, considering the infirmities of elderly persons. |
| 49 | (3)(a) Each multiservice senior center is encouraged to |
| 50 | have on the premises at all times a functioning automated |
| 51 | external defibrillator. |
| 52 | (b) Multiservice senior centers that provide automated |
| 53 | external defibrillators shall ensure that personnel are properly |
| 54 | trained in accordance with s. 401.2915. |
| 55 | (c) The location of each automated external defibrillator |
| 56 | shall be registered with a local emergency medical services |
| 57 | medical director. |
| 58 | (d) The use of automated external defibrillators by |
| 59 | employees and volunteers shall be covered under the provisions |
| 60 | of ss. 768.13 and 768.1325. |
| 61 | (4)(e) The department may adopt rules to implement the |
| 62 | provisions of this section. |
| 63 | (5) Multiservice senior centers are encouraged to seek |
| 64 | national accreditation by the National Institute of Senior |
| 65 | Centers. |
| 66 | Section 3. Subsections (11), (12), and (13) of section |
| 67 | 430.203, Florida Statutes, are renumbered as subsections (10), |
| 68 | (11), and (12), respectively, and subsection (10) of said |
| 69 | section is amended to read: |
| 70 | 430.203 Community care for the elderly; definitions.--As |
| 71 | used in ss. 430.201-430.207, the term: |
| 72 | (10) "Multiservice senior center" means a community |
| 73 | facility for the organization and provision of a broad spectrum |
| 74 | of services, which shall include provision of health, including |
| 75 | mental health, social, nutritional, and education services, and |
| 76 | the provision of facilities for recreational activities for |
| 77 | persons 60 years of age or older. |
| 78 | Section 4. Subsection (2) of section 430.205, Florida |
| 79 | Statutes, is amended to read: |
| 80 | 430.205 Community care service system.-- |
| 81 | (2) Core services and other support services may be |
| 82 | furnished by public or private agencies or organizations. Each |
| 83 | community care service system must be under the direction of a |
| 84 | lead agency that coordinates the activities of individual |
| 85 | contracting agencies providing community-care-for-the-elderly |
| 86 | services. When practicable, the activities of a community care |
| 87 | service area may must be directed from a multiservice senior |
| 88 | center, as defined in s. 430.901, and coordinated with other |
| 89 | services offered therein. This subsection does not require |
| 90 | programs in existence prior to the effective date of this act to |
| 91 | be relocated. |
| 92 | Section 5. This act shall take effect July 1, 2005. |
