2An act relating to multiservice senior centers; creating
3s. 430.901, F.S.; providing a definition and purposes of a
4"multiservice senior center"; renumbering and amending s.
5430.206, F.S.; providing for certain accreditation;
6amending s. 430.203, F.S.; repealing a definition of
7"multiservice senior center," to conform; amending s.
8430.205, F.S.; providing that activities of a community
9care service area may be directed from a multiservice
10senior center as defined in s. 430.901, F.S.; providing an
11effective date.

13Be It Enacted by the Legislature of the State of Florida:
14
15     Section 1.  Section 430.901, Florida Statutes, is created
16to read:
17     430.901  Multiservice senior center; definition;
18purpose.--A "multiservice senior center" is:
19     (1)  A community facility that is a highly visible focal
20point for the organization and provision of a broad spectrum of
21services suited to the diverse needs and interests of
22independent older persons, which may include nutritional meals;
23health, mental health, social, wellness, respite care, and
24education services; and recreational activities.
25     (2)  An entity that may partner with an aging resource
26center to provide for easier access to long-term care services
27by seniors and their families who reside within the local
28community.
29     (3)  A setting that provides opportunities that enable
30participants to stay connected to their communities and their
31support networks.
32     (4)  Designed to offer preventive screenings, activities,
33and services that may divert seniors from more extensive in-home
34services and help reduce, delay, or prevent premature
35institutionalization.
36     (5)  Designed for ease of access and use by seniors with
37varying levels of physical abilities.
38     Section 2.  Section 430.206, Florida Statutes, is
39renumbered as section 430.902, Florida Statutes, and amended to
40read:
41     430.902 430.206  Multiservice senior center.--
42     (1)  If practicable, multiservice senior center services
43shall be available to functionally impaired elderly persons.
44     (2)  If feasible, a multiservice senior center should must
45be centrally located and easily accessible to public
46transportation. Provision may be made for transporting persons
47to the center. A center shall be designed to provide ease of
48access and use, considering the infirmities of elderly persons.
49     (3)(a)  Each multiservice senior center is encouraged to
50have on the premises at all times a functioning automated
51external defibrillator.
52     (b)  Multiservice senior centers that provide automated
53external defibrillators shall ensure that personnel are properly
54trained in accordance with s. 401.2915.
55     (c)  The location of each automated external defibrillator
56shall be registered with a local emergency medical services
57medical director.
58     (d)  The use of automated external defibrillators by
59employees and volunteers shall be covered under the provisions
60of ss. 768.13 and 768.1325.
61     (4)(e)  The department may adopt rules to implement the
62provisions of this section.
63     (5)  Multiservice senior centers are encouraged to seek
64national accreditation by the National Institute of Senior
65Centers.
66     Section 3.  Subsections (11), (12), and (13) of section
67430.203, Florida Statutes, are renumbered as subsections (10),
68(11), and (12), respectively, and subsection (10) of said
69section is amended to read:
70     430.203  Community care for the elderly; definitions.--As
71used in ss. 430.201-430.207, the term:
72     (10)  "Multiservice senior center" means a community
73facility for the organization and provision of a broad spectrum
74of services, which shall include provision of health, including
75mental health, social, nutritional, and education services, and
76the provision of facilities for recreational activities for
77persons 60 years of age or older.
78     Section 4.  Subsection (2) of section 430.205, Florida
79Statutes, is amended to read:
80     430.205  Community care service system.--
81     (2)  Core services and other support services may be
82furnished by public or private agencies or organizations. Each
83community care service system must be under the direction of a
84lead agency that coordinates the activities of individual
85contracting agencies providing community-care-for-the-elderly
86services. When practicable, the activities of a community care
87service area may must be directed from a multiservice senior
88center, as defined in s. 430.901, and coordinated with other
89services offered therein. This subsection does not require
90programs in existence prior to the effective date of this act to
91be relocated.
92     Section 5.  This act shall take effect July 1, 2005.
