| 6 | An act relating to multiservice senior centers; creating | 
| 7 | s. 430.901, F.S.; providing a definition and purposes of a | 
| 8 | "multiservice senior center"; renumbering and amending s. | 
| 9 | 430.206, F.S.; providing for centers to be centrally | 
| 10 | located and accessible; encouraging centers to seek | 
| 11 | certain accreditation; amending s. 430.203, F.S.; | 
| 12 | repealing a definition of "multiservice senior center," to | 
| 13 | conform; amending s. 430.205, F.S.; providing that | 
| 14 | activities of a community care service area may be | 
| 15 | directed from a multiservice senior center as defined in | 
| 16 | s. 430.901, F.S.; providing an effective date. | 
| 17 |

| 18 | Be It Enacted by the Legislature of the State of Florida: | 
| 19 | 
 | 
| 20 | Section 1.  Section 430.901, Florida Statutes, is created | 
| 21 | to read: | 
| 22 | 430.901  Multiservice senior center; definition; | 
| 23 | purpose.--A "multiservice senior center" is: | 
| 24 | (1)  A community facility that is a focal point for the | 
| 25 | organization and provision of a broad spectrum of services | 
| 26 | suited to the diverse needs and interests of independent older | 
| 27 | persons, which may include nutritional meals; health, mental | 
| 28 | health, social, wellness, respite care, and education services; | 
| 29 | and recreational activities. | 
| 30 | (2)  An entity that may partner with an aging resource | 
| 31 | center to provide for easier access to long-term care services | 
| 32 | by seniors and their families who reside within the local | 
| 33 | community. | 
| 34 | (3)  A setting that provides opportunities that enable | 
| 35 | participants to stay connected to their communities and their | 
| 36 | support networks. | 
| 37 | (4)  Designed to offer preventive screenings, activities, | 
| 38 | and services that may divert seniors from more extensive in-home | 
| 39 | services and help reduce, delay, or prevent premature | 
| 40 | institutionalization. | 
| 41 | Section 2.  Section 430.206, Florida Statutes, is | 
| 42 | renumbered as section 430.902, Florida Statutes, and amended to | 
| 43 | read: | 
| 44 | 430.902 430.206Multiservice senior center.-- | 
| 45 | (1)  If practicable, multiservice senior center services | 
| 46 | shall be available to functionally impaired elderly persons. | 
| 47 | (2)  If feasible, a multiservice senior center should must | 
| 48 | be centrally located and easily accessible to public | 
| 49 | transportation. Provision may be made for transporting persons | 
| 50 | to the center. A center shall be designed to provide ease of | 
| 51 | access and use by seniors with varying levels of physical | 
| 52 | abilities , considering the infirmities of elderly persons. | 
| 53 | (3)(a)  Each multiservice senior center is encouraged to | 
| 54 | have on the premises at all times a functioning automated | 
| 55 | external defibrillator. | 
| 56 | (b)  Multiservice senior centers that provide automated | 
| 57 | external defibrillators shall ensure that personnel are properly | 
| 58 | trained in accordance with s. 401.2915. | 
| 59 | (c)  The location of each automated external defibrillator | 
| 60 | shall be registered with a local emergency medical services | 
| 61 | medical director. | 
| 62 | (d)  The use of automated external defibrillators by | 
| 63 | employees and volunteers shall be covered under the provisions | 
| 64 | of ss. 768.13 and 768.1325. | 
| 65 | (4) (e)The department may adopt rules to implement the | 
| 66 | provisions of this section. | 
| 67 | (5)  Multiservice senior centers are encouraged to seek | 
| 68 | national accreditation by the National Institute of Senior | 
| 69 | Centers. | 
| 70 | Section 3.  Subsections (11), (12), and (13) of section | 
| 71 | 430.203, Florida Statutes, are renumbered as subsections (10), | 
| 72 | (11), and (12), respectively, and present subsection (10) of | 
| 73 | said section is amended to read: | 
| 74 | 430.203  Community care for the elderly; definitions.--As | 
| 75 | used in ss. 430.201-430.207, the term: | 
| 76 | (10)  "Multiservice senior center" means a community | 
| 77 | facility for the organization and provision of a broad spectrum | 
| 78 | of services, which shall include provision of health, including | 
| 79 | mental health, social, nutritional, and education services, and | 
| 80 | the provision of facilities for recreational activities for | 
| 81 | persons 60 years of age or older. | 
| 82 | Section 4.  Subsection (2) of section 430.205, Florida | 
| 83 | Statutes, is amended to read: | 
| 84 | 430.205  Community care service system.-- | 
| 85 | (2)  Core services and other support services may be | 
| 86 | furnished by public or private agencies or organizations. Each | 
| 87 | community care service system must be under the direction of a | 
| 88 | lead agency that coordinates the activities of individual | 
| 89 | contracting agencies providing community-care-for-the-elderly | 
| 90 | services. When practicable, the activities of a community care | 
| 91 | service area may mustbe directed from a multiservice senior | 
| 92 | center, as defined in s. 430.901, and coordinated with other | 
| 93 | services offered therein. This subsection does not require | 
| 94 | programs in existence prior to the effective date of this act to | 
| 95 | be relocated. | 
| 96 | Section 5.  This act shall take effect July 1, 2005. |
