6An act relating to multiservice senior centers; creating
7s. 430.901, F.S.; providing a definition and purposes of a
8"multiservice senior center"; renumbering and amending s.
9430.206, F.S.; providing for centers to be centrally
10located and accessible; encouraging centers to seek
11certain accreditation; amending s. 430.203, F.S.;
12repealing a definition of "multiservice senior center," to
13conform; amending s. 430.205, F.S.; providing that
14activities of a community care service area may be
15directed from a multiservice senior center as defined in
16s. 430.901, F.S.; providing an effective date.

18Be It Enacted by the Legislature of the State of Florida:
19
20     Section 1.  Section 430.901, Florida Statutes, is created
21to read:
22     430.901  Multiservice senior center; definition;
23purpose.--A "multiservice senior center" is:
24     (1)  A community facility that is a focal point for the
25organization and provision of a broad spectrum of services
26suited to the diverse needs and interests of independent older
27persons, which may include nutritional meals; health, mental
28health, social, wellness, respite care, and education services;
29and recreational activities.
30     (2)  An entity that may partner with an aging resource
31center to provide for easier access to long-term care services
32by seniors and their families who reside within the local
33community.
34     (3)  A setting that provides opportunities that enable
35participants to stay connected to their communities and their
36support networks.
37     (4)  Designed to offer preventive screenings, activities,
38and services that may divert seniors from more extensive in-home
39services and help reduce, delay, or prevent premature
40institutionalization.
41     Section 2.  Section 430.206, Florida Statutes, is
42renumbered as section 430.902, Florida Statutes, and amended to
43read:
44     430.902 430.206  Multiservice senior center.--
45     (1)  If practicable, multiservice senior center services
46shall be available to functionally impaired elderly persons.
47     (2)  If feasible, a multiservice senior center should must
48be centrally located and easily accessible to public
49transportation. Provision may be made for transporting persons
50to the center. A center shall be designed to provide ease of
51access and use by seniors with varying levels of physical
52abilities, considering the infirmities of elderly persons.
53     (3)(a)  Each multiservice senior center is encouraged to
54have on the premises at all times a functioning automated
55external defibrillator.
56     (b)  Multiservice senior centers that provide automated
57external defibrillators shall ensure that personnel are properly
58trained in accordance with s. 401.2915.
59     (c)  The location of each automated external defibrillator
60shall be registered with a local emergency medical services
61medical director.
62     (d)  The use of automated external defibrillators by
63employees and volunteers shall be covered under the provisions
64of ss. 768.13 and 768.1325.
65     (4)(e)  The department may adopt rules to implement the
66provisions of this section.
67     (5)  Multiservice senior centers are encouraged to seek
68national accreditation by the National Institute of Senior
69Centers.
70     Section 3.  Subsections (11), (12), and (13) of section
71430.203, Florida Statutes, are renumbered as subsections (10),
72(11), and (12), respectively, and present subsection (10) of
73said section is amended to read:
74     430.203  Community care for the elderly; definitions.--As
75used in ss. 430.201-430.207, the term:
76     (10)  "Multiservice senior center" means a community
77facility for the organization and provision of a broad spectrum
78of services, which shall include provision of health, including
79mental health, social, nutritional, and education services, and
80the provision of facilities for recreational activities for
81persons 60 years of age or older.
82     Section 4.  Subsection (2) of section 430.205, Florida
83Statutes, is amended to read:
84     430.205  Community care service system.--
85     (2)  Core services and other support services may be
86furnished by public or private agencies or organizations. Each
87community care service system must be under the direction of a
88lead agency that coordinates the activities of individual
89contracting agencies providing community-care-for-the-elderly
90services. When practicable, the activities of a community care
91service area may must be directed from a multiservice senior
92center, as defined in s. 430.901, and coordinated with other
93services offered therein. This subsection does not require
94programs in existence prior to the effective date of this act to
95be relocated.
96     Section 5.  This act shall take effect July 1, 2005.
