House Resolution
2A resolution congratulating the Tallahassee Police
3Department and commending Officer Charles "Chuck" Perry.
4
5     WHEREAS, the Tallahassee Police Department has a long
6history of valiant, dedicated service to the Tallahassee
7community dating back to its inception in 1841, a record
8recently attested to by the March 19, 2005, reaccreditation by
9the Commission on Accreditation for Law Enforcement Agencies
10(CALEA) for yet another 3-year term, and
11     WHEREAS, the Tallahassee Police Department is one of only
12three agencies in the United States and the second in the State
13of Florida to have been reaccredited by CALEA six consecutive
14times and is the only agency of its size to have done so, and
15     WHEREAS, to achieve accredited status, an agency must
16comply with all 446 CALEA performance standards during a
17rigorous onsite assessment that involves a public information
18hearing, a panel review process, standards documentation
19reviews, ride-alongs, and interviews with sworn officers and
20civilian members, and
21     WHEREAS, in meeting the CALEA performance standards, the
22Tallahassee Police Department has shown that its members and
23staff vigorously embrace the intent of the Legislature as set
24forth in section 943.125, Florida Statutes, that law enforcement
25agencies adopt high and meaningful standards for their officers
26and personnel in order to provide equal and fair enforcement of
27the law, maximize crime prevention and control capabilities, and
28increase interagency cooperation throughout the state, and
29     WHEREAS, the Tallahassee Police Department has more than
30597 sworn and civilian personnel who, under the leadership of
31Chief Walter A. McNeil, work together to make meeting these high
32standards possible, and
33     WHEREAS, the Tallahassee Police Department is further
34recognized for its effective law enforcement services by the
35naming of its Officer Charles "Chuck" Perry as the Attorney
36General's 2004 Florida Officer of the Year, NOW, THEREFORE,

38Be It Resolved by the House of Representatives of the State of
39Florida:

41     That the officers and staff of the Tallahassee Police
42Department are congratulated upon having received the
43department's sixth consecutive reaccreditation by the Commission
44on Accreditation for Law Enforcement Agencies, Inc., and are
45commended for their outstanding service to the more than 169,136
46residents of the Tallahassee community.
47     BE IT FURTHER RESOLVED that Officer Charles "Chuck" Perry
48is commended as the Attorney General's 2004 Officer of the Year.
49     BE IT FURTHER RESOLVED that copies of this resolution be
50presented to the Tallahassee Police Department and Officer Chuck
51Perry as a tangible token of the sentiments expressed herein.
