A bill to be entitled
2An act relating to the University of South Florida St.
3Petersburg; amending s. 1004.33, F.S.; authorizing the
4Campus Board of the university to forward a proposal to
5levy a student-center-support fee to the University of
6South Florida Board of Trustees for approval; providing a
7standard for the maximum amount of fees collected;
8providing procedures; prohibiting the inclusion of the fee
9in calculating the amount a student receives under
10specified scholarship awards; providing an effective date.

12Be It Enacted by the Legislature of the State of Florida:

14     Section 1.  Subsection (6) is added to section 1004.33,
15Florida Statutes, to read:
16     1004.33  The University of South Florida St. Petersburg.--
17     (6)  Pursuant to the legislative mandate set forth in this
18section to establish the St. Petersburg campus of the University
19of South Florida as a separately accredited, residential campus
20in the University of South Florida system, the Campus Board of
21the University of South Florida St. Petersburg may forward a
22proposal to levy a student-center-support fee to the University
23of South Florida Board of Trustees for approval. The aggregate
24amount of such fees which is collected in a single fiscal year
25may not exceed the amount necessary in that fiscal year to
26retire bonds or other forms of indebtedness issued or procured
27for the purpose of planning, constructing, equipping, and
28operating the student center facility. The fee must be
29recommended by a committee at least half of whom are students
30appointed by the president of the student body. The Campus Board
31shall appoint the remainder of the committee. A chairperson,
32appointed jointly by the Campus Board and the president of the
33student body, shall vote only in the event of a tie. The
34recommendations of the committee shall take effect only after
35approval by the university president after consultation with the
36president of the student body and final approval by the
37University of South Florida Board of Trustees. The fee shall not
38be included in calculating the amount a student receives for a
39Florida Academic Scholars award, a Florida Medallion Scholars
40award, or a Florida Gold Seal Vocational Scholars award.
41     Section 2.  This act shall take effect July 1, 2005.
