9 | assess a student-center-support fee to the University of |
10 | South Florida Board of Trustees for approval; providing a |
11 | cap on the sum of the fees students are required to pay |
12 | for courses; prohibiting the inclusion of the fee in |
13 | calculating the amount a student receives under specified |
14 | scholarship awards; providing procedures for fee |
15 | recommendation and approval; providing authorized uses of |
16 | revenues from such fee; providing an effective date. |

18 | Be It Enacted by the Legislature of the State of Florida: |
19 |

20 | Section 1. Subsection (15) is added to section 1009.24, |
21 | Florida Statutes, to read: |
22 | 1009.24 State university student fees.-- |
23 | (15)(a) The Campus Board of the University of South |
24 | Florida St. Petersburg is authorized to submit a proposal to the |
25 | University of South Florida Board of Trustees to assess a |
26 | student-center-support fee. |
27 | (b) Notwithstanding the provisions of subsection (3), the |
28 | sum of the activity and service, health, athletic, and student- |
29 | center-support fees that a student is required to pay to |
30 | register for a course offered by the University of South Florida |
31 | St. Petersburg shall not exceed 40 percent of the tuition |
32 | established in law or in the General Appropriations Act. |
33 | However, the student-center-support fee assessed pursuant to |
34 | this subsection is not subject to the 5 percent cap imposed by |
35 | subsection (3). |
36 | (c) Notwithstanding the provisions of ss. 1009.534, |
37 | 1009.535, and 1009.536, the student-center-support fee assessed |
38 | pursuant to this subsection shall not be included in calculating |
39 | the amount a student receives for a Florida Academic Scholars |
40 | award, a Florida Medallion Scholars award, or a Florida Gold |
41 | Seal Vocational Scholars award. |
42 | (d) The fee must be recommended by a committee, at least |
43 | half of whom are students appointed by the president of the |
44 | student body. The Campus Board must appoint the remainder of the |
45 | committee. A chair, appointed jointly by the Campus Board and |
46 | the president of the student body, shall vote only in the event |
47 | of a tie. The recommendations of the committee shall take effect |
48 | only after approval by the university president, after |
49 | consultation with the student body president, with final |
50 | approval by the University of South Florida Board of Trustees. |
51 | (e) The revenues from such fee may be used to retire bonds |
52 | or other forms of indebtedness issued or procured for the |
53 | purposes of planning, constructing, equipping, and operating the |
54 | student center facility. |
55 | Section 2. This act shall take effect July 1, 2005. |
