A bill to be entitled
2An act relating to traffic regulations; amending s.
3316.1303, F.S.; requiring vehicle operators to stop and
4yield to mobility-impaired pedestrians who are assisted by
5guide dogs or other service animals; providing a penalty;
6providing an effective date.

8Be It Enacted by the Legislature of the State of Florida:

10     Section 1.  Section 316.1303, Florida Statutes, is amended
11to read:
12     316.1303  Traffic regulations to assist mobility-impaired
13persons.--Whenever a pedestrian is in the process of crossing a
14public street or highway and the pedestrian is mobility-impaired
15(using a guide dog or service animal designated as such with a
16visible means of identification, a walker, a crutch, an
17orthopedic cane, or a wheelchair), the driver of every vehicle
18approaching the intersection, as defined in s. 316.003(17),
19shall bring his or her vehicle to a full stop before arriving at
20such intersection and, before proceeding, shall take such
21precautions as may be necessary to avoid injuring such
22pedestrian.  A person who is convicted of a violation of this
23section shall be punished as provided in s. 318.18(3).
24     Section 2.  This act shall take effect July 1, 2005.
