11  The Committee on Governmental Oversight and Productivity
12  (Sebesta) recommended the following amendment:
13  
14         Senate Amendment 
15         On page 10, lines 17 through 25, delete those lines
16  
17  and insert:  
18         (f)  Establish a process for land-use decisions
19  consistent with part II of chapter 163, including those made
20  jointly by the governing bodies of the county and the
21  municipality, or allow a municipality to adopt land-use
22  changes consistent with part II of chapter 163 for areas that
23  are scheduled to be annexed within the term of the interlocal
24  agreement, however the county comprehensive plan and
25  land-development regulations shall control until the
26  municipality annexes the property and amends its comprehensive
27  plan accordingly. Comprehensive plan amendments to incorporate
28  the process established by this paragraph are exempt from the
29  twice-per-year limitation under s. 163.3187.
