11 The Committee on Agriculture (Bennett) recommended the
12 following amendment:

15 Delete everything after the enacting clause

17 and insert:
18 Section 1. Subsection (5) of section 474.203, Florida
19 Statutes, is amended to read:
20 474.203 Exemptions.--This chapter shall not apply to:
21 (5) Any person, or the person's regular employee, or
22 an independent contractor under the supervision of such person
23 who is administering to the ills or injuries of her or his own
24 animals, including, but not limited to, castration, spaying,
25 and dehorning of herd animals, unless title has been
26 transferred or employment provided for the purpose of
27 circumventing this law. In addition, a horse owner may engage
28 a farrier to provide routine hoof maintenance, equine dental
29 technicians to provide routine hand floating of teeth, and
30 other persons to provide hands-on healing, homeopathy,
31 nutritional counseling, and any other therapies not considered

1 to be the practice of veterinary medicine by the board. This
2 exemption does shall not apply to out-of-state veterinarians
3 practicing temporarily in the state. However, only a
4 veterinarian may immunize or treat an animal for diseases that
5 which are communicable to humans and which are of a public
6 health significance.
7 Section 2. This act shall take effect upon becoming a
8 law.

15 and insert:
16 A bill to be entitled
17 An act relating to animal health care services;
18 amending s. 474.203, F.S.; providing that ch.
19 474, F.S., related to veterinary medical
20 practice, does not apply to certain persons who
21 are under the supervision of an animal's owner
22 or to certain persons providing specific
23 services to horse owners; providing an
24 effective date.
