11  The Committee on Agriculture (Bennett) recommended the
12  following amendment:
13  
14         Senate Amendment (with title amendment) 
15         Delete everything after the enacting clause
16  
17  and insert:  
18         Section 1.  Subsection (5) of section 474.203, Florida
19  Statutes, is amended to read:
20         474.203  Exemptions.--This chapter shall not apply to:
21         (5)  Any person, or the person's regular employee, who
22  tends administering to the ills or injuries of her or his own
23  animals, including, but not limited to, castration, spaying,
24  and dehorning of herd animals, unless title has been
25  transferred or employment provided for the purpose of
26  circumventing this law. This exemption extends to an
27  independent contractor under the supervision of the animal's
28  owner if such person does not diagnose, claim to cure, or
29  commit animal abuse. This exemption for the owner, employee,
30  or independent contractor extends to any person who is
31  trained, educated, or experienced in castration, spaying, and

Florida Senate - 2005 COMMITTEE AMENDMENT Bill No. SB 958 Barcode 522238 1 dehorning of herd animals; acupressure; aromatherapy; animal 2 communication; hoof care; flower-essence therapy; hands-on 3 healing; homeopathy; light therapy; magnet therapy; animal 4 massage; manual floating of equine teeth; or nutritional 5 counseling if such services for the animal are under the 6 supervision of the animal's owner. This exemption does shall 7 not apply to out-of-state veterinarians practicing temporarily 8 in the state. However, only a veterinarian may immunize or 9 treat an animal for diseases that which are communicable to 10 humans and which are of a public health significance. 11 Section 2.
