11  The Committee on Agriculture (Argenziano) recommended the
12  following amendment:
13  
14         Senate Amendment 
15         Delete everything after the enacting clause
16  
17  and insert:  
18         Section 1.  Section 474.203(5), Florida Statutes, is
19  amended to read:
20         474.203  Exemptions.--This chapter shall not apply to:
21         (5)  Any person, or the person's regular employee,
22  administering to the ills or injuries of her or his own
23  animals,unless title has been transferred or employment
24  provided for the purpose of circumventing this law.  In the
25  case of herd animals and horses, an owner may retain an
26  independent contractor to assist with including, but not
27  limited to, castration, spaying, and dehorning of herd
28  animals, unless title has been transferred or employment
29  provided for the purpose of circumventing this law. In
30  addition, horse owners may engage equine dental technicians to
31  provide routine hand floating of teeth.  This exemption shall
