11 The Committee on Agriculture (Argenziano) recommended the
12 following amendment:

14 Senate Amendment (with title amendment)
15 Delete everything after the enacting clause

17 and insert:
18 Section 1. Subsection (5) of section 474.203, Florida
19 Statutes, is amended to read:
20 474.203 Exemptions.--This chapter shall not apply to:
21 (5) Any person, or the person's regular employee,
22 administering to the ills or injuries of her or his own
23 animals, including, but not limited to, castration, spaying,
24 and dehorning of herd animals, unless title has been
25 transferred or employment provided for the purpose of
26 circumventing this law. In addition, horse owners may engage
27 farriers to provide routine hoof maintenance and equine dental
28 technicians to provide routine hand floating of teeth. This
29 exemption shall not apply to out-of-state veterinarians
30 practicing temporarily in the state. However, only a
31 veterinarian may immunize or treat an animal for diseases

1 which are communicable to humans and which are of public
2 health significance.
3 Section 2. This act shall take effect upon becoming a
4 law.

8 And the title is amended as follows:
9 Delete everything before the enacting clause

11 and insert:
12 A bill to be entitled
13 An act relating to equine health services;
14 amending s. 474.203, F.S.; providing that horse
15 owners who are authorized to engage farriers
16 and equine dental technicians to provide
17 certain maintenance services for their horses
18 are exempted from ch. 474, F.S., relating to
19 veterinary medical practice; providing an
20 effective date.
