11 The Committee on Community Affairs (Bennett) recommended the
12 following amendment:

15 Between page 14, line 31 and page 15, line 1

17 insert: (l) Increased population densities in coastal high-
18 hazard areas within historical downtowns shall be permitted
19 where adequate hazard mitigation planning provides for safe
20 evacuation and the downtown is part of a community
21 redevelopment area with an adopted community redevelopment
22 plan. An adequate hazard mitigation plan must include the
23 participation of the county emergency management agency and
24 requirements that development authorized within the
25 redevelopment area provides mitigation proportional to its
26 impact to offset the increased demand on evacuation clearance
27 times and public shelter space.
