| 4 | Between lines 536 and 537, insert: |
| 5 | (11)(a) It is the responsibility of the appropriate state |
| 6 | agency and of the judicial branch to identify to the division, |
| 7 | in the form and format prescribed by the division, persons owing |
| 8 | an outstanding debt to any state agency, including, but not |
| 9 | limited to, child support collected through a court, including |
| 10 | spousal support or alimony for the spouse or former spouse of |
| 11 | the obligor if the child support obligation is being enforced by |
| 12 | the Department of Revenue, overpayments of unemployment |
| 13 | compensation benefits, overpayment for food stamps or other |
| 14 | entitlements, taxes, liens, judgments, or other payments. Any |
| 15 | slot machine prize of $600 or more to any person having such an |
| 16 | outstanding obligation shall be forwarded by the slot machine |
| 17 | licensee to the division for distribution to the agency claiming |
| 18 | the debt. The division is authorized to issue payment of the |
| 19 | prize balance to the prize winner after deduction of the debt. |
| 20 | If a prize winner owes multiple debts subject to offset under |
| 21 | this subsection and the prize amount is insufficient to cover |
| 22 | all such debts, the amount of the prize shall be transmitted |
| 23 | first to the agency claiming that past due child support is |
| 24 | owed. If a balance of prize amount remains after payment of past |
| 25 | due child support, the balance shall be transmitted to other |
| 26 | agencies claiming debts owed to the state, pro rata, based upon |
| 27 | the ratio of the individual debt to the remaining debt owed to |
| 28 | the state. |
| 29 | (b) It is the responsibility of the slot machine licensee |
| 30 | to ensure that the facilities-based computer system that the |
| 31 | licensee uses for operational and accounting functions is |
| 32 | specifically configured to ensure the requirements of this |
| 33 | subsection are met. |
| 34 | (c) It is the responsibility of the division to identify |
| 35 | those persons specified under paragraph (a) as having such |
| 36 | outstanding obligations and make any transmittals or payments as |
| 37 | necessary. |
| 38 | (d) The division may adopt rules pursuant to ss. |
| 39 | 120.536(1) and 120.54 to implement the provisions of this |
| 40 | subsection, including the technical requirements of the |
| 41 | facilities-based computer system. |
