3     Amendment (with title amendment)
4     Between lines 536 and 537, insert:
5(11)(a)  It is the responsibility of the appropriate state
6agency and of the judicial branch to identify to the division,
7in the form and format prescribed by the division, persons owing
8an outstanding debt to any state agency, including, but not
9limited to, child support collected through a court, including
10spousal support or alimony for the spouse or former spouse of
11the obligor if the child support obligation is being enforced by
12the Department of Revenue, overpayments of unemployment
13compensation benefits, overpayment for food stamps or other
14entitlements, taxes, liens, judgments, or other payments. Any
15slot machine prize of $600 or more to any person having such an
16outstanding obligation shall be forwarded by the slot machine
17licensee to the division for distribution to the agency claiming
18the debt. The division is authorized to issue payment of the
19prize balance to the prize winner after deduction of the debt.
20If a prize winner owes multiple debts subject to offset under
21this subsection and the prize amount is insufficient to cover
22all such debts, the amount of the prize shall be transmitted
23first to the agency claiming that past due child support is
24owed. If a balance of prize amount remains after payment of past
25due child support, the balance shall be transmitted to other
26agencies claiming debts owed to the state, pro rata, based upon
27the ratio of the individual debt to the remaining debt owed to
28the state.
29(b)  It is the responsibility of the slot machine licensee
30to ensure that the facilities-based computer system that the
31licensee uses for operational and accounting functions is
32specifically configured to ensure the requirements of this
33subsection are met.
34(c)  It is the responsibility of the division to identify
35those persons specified under paragraph (a) as having such
36outstanding obligations and make any transmittals or payments as
37necessary.
38(d)  The division may adopt rules pursuant to ss.
39120.536(1) and 120.54 to implement the provisions of this
40subsection, including the technical requirements of the
41facilities-based computer system.
