1 A bill to be entitled
2 An act relating to specialty license plates;
3 amending ss. 320.08056 and 320.08058, F.S.;
4 creating the NASCAR license plate under certain
5 circumstances; providing an annual use fee;
6 providing for the distribution of annual use
7 fees received from the sale of such plates;
8 providing a conditional effective date.

10 Be It Enacted by the Legislature of the State of Florida:

12 Section 1. Paragraph (eee) is added to subsection (4)
13 of section 320.08056, Florida Statutes, to read:
14 320.08056 Specialty license plates.--
15 (4) The following license plate annual use fees shall
16 be collected for the appropriate specialty license plates:
17 (eee) NASCAR license plate, $25.
18 Section 2. Subsection (57) is added to section
19 320.08058, Florida Statutes, to read:
20 320.08058 Specialty license plates.--
21 (57) NASCAR LICENSE PLATES.--
22 (a) Upon an organization meeting the requirements of
23 s. 320.08053, the department shall develop a NASCAR license
24 plate as provided in this subsection. The authorization of the
25 NASCAR license plate as provided in this subsection is
26 contingent upon the City of Daytona Beach being designated by
27 the National Association for Stock Car Auto Racing, Inc., as
28 the site for the official NASCAR Hall of Fame. NASCAR license
29 plates must bear the colors and design approved by the
30 department. The word "Florida" must appear at the top of the
31 plate, and the term "NASCAR" must appear at the bottom of the

1 plate. The NASCAR Hall of Fame, after consultation with the
2 National Association for Stock Car Auto Racing, Inc., and the
3 International Speedway Corporation, may submit a sample plate
4 for consideration by the department.
5 (b) The annual use fees shall be distributed to the
6 NASCAR Hall of Fame to be used exclusively for the
7 construction and operation of the NASCAR Hall of Fame.
8 Section 3. This act shall take effect 30 days after
9 the City of Daytona Beach is designated by the National
10 Association for Stock Car Auto Racing, Inc., as the site for
11 the official NASCAR Hall of Fame facility.
