11  The Committee on Health Care (Saunders) recommended the
12  following amendment:

14         Senate Amendment 
15         On page 15, line 16-26, delete those lines
16  
17  and insert:  review and approval by the Legislature. Under the
18  upper-payment-limit program, or the low-income pool as
19  implemented by the Agency for Health Care Administration
20  pursuant to federal waiver, the state matching funds required
21  for the program shall be provided by local governmental
22  entities through intergovernmental transfers in accordance
23  with federal statutes and regulations. The Agency for Health
24  Care Administration shall distribute upper-payment-limit,
25  disproportionate share hospital, and low-income pool funds
26  according to federal statutes and regulations, federal
27  waivers, and the low-income pool methodology approved by the
28  federal Centers for Medicare and Medicaid Services.
