14         On page 33, line 25, after the period,

16  insert:  After a recipient enrolls in a capitated managed care
17  plan, the plan may not reduce the amount, duration, or scope
18  of the benefit package that existed at the time the recipient
19  enrolled until the initial date of the recipient's next open
20  enrollment period.
