11 The Committee on Ways and Means (Atwater) recommended the
12 following amendment:

14 Senate Amendment (with title amendment)
15 On page 13, between lines 28 and 29,
16
17 insert:
18 (c) A federally qualified health center or an entity
19 owned by one or more federally qualified health centers or an
20 entity owned by other migrant and community health centers
21 receiving non-Medicaid financial support from the Federal
22 Government to provide health care services on a prepaid or
23 fixed-sum basis to recipients. A federally qualified health
24 center or an entity that is owned by one or more federally
25 qualified health centers and is reimbursed by the agency on a
26 prepaid basis is exempt from parts I and III of chapter 641,
27 but must comply with the solvency requirements in s.
28 641.2261(2) and meet the appropriate requirements governing
29 financial reserve, quality assurance, and patients' rights
30 established by the agency. Such prepaid health care services
31 entity must be licensed under parts I and III of chapter 641,

1 but shall be prohibited from serving Medicaid recipients on a
2 prepaid basis, until such licensure has been obtained.
3 However, such an entity is exempt from s. 641.225 if the
4 entity meets the requirements specified in subsections (17)
5 and (18).

27 care services; providing exceptions;
