11  Senator Miller moved the following amendment:

13         Senate Amendment 
14         On page 17, line 11, through
15            page 18, line 14, delete those lines
16  
17  and insert:  
18         (2)  The Legislature intends for the capitated managed
19  care pilot program to:
20         (a)  Provide recipients in Medicaid fee-for-service or
21  the MediPass program a comprehensive and coordinated capitated
22  managed care system for all health care services specified in
23  ss. 409.905 and 409.906 which may not vary in amount,
24  duration, or scope. For purposes of this section, the term
25  "capitated managed care plan" includes health maintenance
26  organizations authorized under chapter 641, exclusive provider
27  organizations authorized under chapter 627, health insurers
28  authorized under chapter 624, and provider service networks
29  that elect to be paid fee-for-service for up to 3 years as
30  authorized under this section.
31         (b)  Stabilize Medicaid expenditures under the pilot

Consumer education and choice. 5 2. Access to medically necessary services. 6 3. Coordination of preventative, acute, and long-term 7 care. 8 4. Reductions in unnecessary service utilization. 9 (c) Provide an opportunity to evaluate the feasibility 10 of statewide implementation of capitated managed care networks 11 as a replacement for the current Medicaid fee-for-service and 12 MediPass systems. 13 (3) The agency shall have the following powers, 14 duties, and responsibilities with respect to the development 15 of a pilot program: 16 (a) To implement develop and recommend a system to 17 deliver all mandatory services specified in s. 409.905 and all 18 optional services specified in s. 409.906, as approved by the 19 Centers for Medicare and Medicaid Services and the Legislature 20 in the waiver pursuant to this section.
