18 and insert:
19 (2) The Legislature intends for the capitated managed
20 care pilot program to:
21 (a) Provide recipients in Medicaid fee-for-service or
22 the MediPass program a comprehensive and coordinated capitated
23 managed care system for all health care services specified in
24 ss. 409.905 and 409.906 which may not vary in amount,
25 duration, or scope. For purposes of this section, the term
26 "capitated managed care plan" includes health maintenance
27 organizations authorized under chapter 641, exclusive provider
28 organizations authorized under chapter 627, health insurers
29 authorized under chapter 624, and provider service networks
30 that elect to be paid fee-for-service for up to 3 years as
31 authorized under this section.

1 (b) Stabilize Medicaid expenditures under the pilot
2 program compared to Medicaid expenditures in the pilot area
3 for the 3 years before implementation of the pilot program,
4 while ensuring:
5 1. Consumer education and choice.
6 2. Access to medically necessary services.
7 3. Coordination of preventative, acute, and long-term
8 care.
9 4. Reductions in unnecessary service utilization.
10 (c) Provide an opportunity to evaluate the feasibility
11 of statewide implementation of capitated managed care networks
12 as a replacement for the current Medicaid fee-for-service and
13 MediPass systems.
14 (3) The agency shall have the following powers,
15 duties, and responsibilities with respect to the development
16 of a pilot program:
17 (a) To implement develop and recommend a system to
18 deliver all mandatory services specified in s. 409.905 and all
19 optional services specified in s. 409.906, as approved by the
20 Centers for Medicare and Medicaid Services and the Legislature
21 in the waiver pursuant to this section. Services to recipients
22 under plan benefits shall include emergency services provided
23 under s. 409.9128.
