14 On page 38, between lines 24 and 25,

16 insert:
17 (10) The Office of Program Policy Analysis and
18 Government Accountability, in consultation with the Auditor
19 General, shall comprehensively evaluate the two managed care
20 pilot programs created under this section. The evaluation
21 shall begin when the office, in consultation with the Auditor
22 General, deems there is sufficient, reliable data available
23 following implementation of the two managed care pilot
24 programs. The evaluation shall continue for 24 months after
25 the office has deemed that sufficient, reliable data is
26 available. The evaluation must include assessments of cost
27 savings; consumer education, choice, and access to services;
28 coordination of care; number of encounters; and quality of
29 care by each eligibility category and managed care plan in
30 each pilot program site. The evaluation must describe
31 administrative or legal barriers to the implementation and

1 operation of each pilot program and include recommendations
2 regarding statewide expansion of the managed care pilot
3 programs. The office shall submit an evaluation report to the
4 Governor, the President of the Senate, and the Speaker of the
5 House of Representatives no later than 6 months after the
6 office has completed its evaluation.

10 And the title is amended as follows:
11 On page 3, line 6, after the semicolon,

13 insert:
14 requiring the Office of Program Policy Analysis
15 and Government Accountability, in consultation
16 with the Auditor General, to comprehensively
17 evaluate the two managed care pilot programs
18 created under the act; requiring that the
19 evaluation begin when there is sufficient,
20 reliable data available after implementing the
21 managed care pilot programs; providing for the
22 evaluation continue for 30 months after the
23 office has deemed that sufficient, reliable
24 data is available; specifying the issues that
25 the office must consider in its evaluation;
26 requiring the office to submit a report to the
27 Governor and the Legislature no later than 6
28 months after the office has completed its
29 evaluation;
