| 5 | from the Florida Association of Health Plans, the Florida Rural |
| 6 | Health Association, the Florida Association of Community Health |
| 7 | Centers, Inc., representatives from provider-sponsored networks, |
| 8 | and a representative from the Office of Insurance Regulation. |
| 9 | (b) The technical advisory panel shall advise the agency |
| 10 | on the following: |
| 11 | 1. The risk-adjusted rate methodology to be used by the |
| 12 | agency including recommendations on mechanisms to recognize the |
| 13 | risk of all Medicaid enrollees and transitioning to a risk- |
| 14 | adjustment system, including recommendations for phasing in risk |
| 15 | adjustment and the uses of risk corridors. |
| 16 | 2. Implementation of an encounter data system to be used |
| 17 | for risk-adjusted rates. |
| 18 | 3. Administrative and implementation issues regarding the |
| 19 | use of risk-adjusted rates, including, but not limited to, cost, |
| 20 | simplicity, client privacy, data accuracy, regional variations |
| 21 | in health care costs, and data exchange. |
