6An act relating to specialty license plates; amending ss.
7320.08056 and 320.08058, F.S.; creating the NASCAR license
8plate under certain circumstances; providing an annual use
9fee; providing for the distribution of annual use fees
10received from the sale of such plates; providing a
11conditional effective date.
13Be It Enacted by the Legislature of the State of Florida:
15     Section 1.  Paragraph (eee) is added to subsection (4) of
16section 320.08056, Florida Statutes, to read:
17     320.08056  Specialty license plates.--
18     (4)  The following license plate annual use fees shall be
19collected for the appropriate specialty license plates:
20     (eee)  NASCAR license plate, $25.
21     Section 2.  Subsection (57) is added to section 320.08058,
22Florida Statutes, to read:
23     320.08058  Specialty license plates.--
25     (a)  Upon the NASCAR Hall of Fame, Inc., meeting the
26requirements of s. 320.08053, the department shall develop a
27NASCAR license plate as provided in this subsection. NASCAR
28license plates must bear the colors and design approved by the
29department. The word "Florida" must appear at the top of the
30plate, and the term "NASCAR" must appear at the bottom of the
31plate. The NASCAR Hall of Fame, Inc., after consultation with
32the National Association for Stock Car Auto Racing, Inc., and
33the International Speedway Corporation, may submit a sample
34plate for consideration by the department.
35     (b)  The annual use fees shall be distributed to the NASCAR
36Hall of Fame, Inc., to be used exclusively for the construction
37and operation of the NASCAR Hall of Fame.
38     Section 3.  This act shall take effect 30 days after the
39City of Daytona Beach is designated by the National Association
40for Stock Car Auto Racing, Inc., as the site for the official
41NASCAR Hall of Fame facility.
