1	A bill to be entitled
2	An act relating to specialty license plates; amending ss.
3	320.08056 and 320.08058, F.S.; creating the NASCAR license
4	plate under certain circumstances; providing an annual use
5	fee; providing for the distribution of annual use fees
6	received from the sale of such plates; providing a
7	conditional effective date.

9	Be It Enacted by the Legislature of the State of Florida:

11	Section 1.  Paragraph (eee) is added to subsection (4) of
12	section 320.08056, Florida Statutes, to read:
13	320.08056  Specialty license plates.--
14	(4)  The following license plate annual use fees shall be
15	collected for the appropriate specialty license plates:
16	(eee)  NASCAR license plate, $25.
17	Section 2.  Subsection (57) is added to section 320.08058,
18	Florida Statutes, to read:
19	320.08058  Specialty license plates.--
20	(57)  NASCAR LICENSE PLATES.--
21	(a)  Upon the NASCAR Hall of Fame, Inc., meeting the
22	requirements of s. 320.08053, the department shall develop a
23	NASCAR license plate as provided in this subsection. NASCAR
24	license plates must bear the colors and design approved by the
25	department. The word "Florida" must appear at the top of the
26	plate, and the term "NASCAR" must appear at the bottom of the
27	plate. The NASCAR Hall of Fame, Inc., after consultation with
28	the National Association for Stock Car Auto Racing, Inc., and
29	the International Speedway Corporation, may submit a sample
30	plate for consideration by the department.
31	(b)  The annual use fees shall be distributed to the NASCAR
32	Hall of Fame, Inc., to be used exclusively for the construction
33	and operation of the NASCAR Hall of Fame.
34	Section 3.  This act shall take effect 30 days after the
35	City of Daytona Beach is designated by the National Association
36	for Stock Car Auto Racing, Inc., as the site for the official
37	NASCAR Hall of Fame facility.
