15         On page 19........, between lines 3 and 4,

17  insert:  
18         (b)  Notwithstanding any provision of law to the
19  contrary, manufacturers and distributors of slot machines that
20  hold valid gaming licenses in the states of Nevada or New
21  Jersey may manufacture and distribute slot machines, and
22  conduct such further activity as permitted by this chapter,
23  upon the effective date of this act until such time as rules
24  have been adopted and such manufacturers and distributors have
25  been provided a reasonable opportunity to comply with the
26  rules.
