12  following amendment:

14         Senate Amendment 
15         On page 43, between lines 11 and 12,

17  and insert:  
18         Section 7.  The provisions of this chapter are
19  severable.  If any provisions of this chapter or its
20  application to any person or circumstance is held invalid or
21  unconstitutional, the invalidity or unconstitutionality of any
22  such provisions shall not affect other provisions or
23  applications of this chapter which can be given effect without
24  the invalid or unconstitutional provisions or applications.
