3     Amendment (with title amendment)
4     Remove lines 85 through 111, and insert:

6     Section 3.  The Chief Financial Officer is directed to draw
7a warrant in the sum of $2 million for the purposes provided in
8this act. After March 6, 2006, the Chief Financial Officer is no
9longer authorized to draw a warrant under this section.
10     Section 4.  The Department of Financial Services shall pay
11the funds appropriated under this act to an insurance company or
12other financial institution admitted and authorized to issue
13annuity contracts in this state and selected by Wilton Dedge, to
14purchase an annuity. The Department of Financial Services is
15directed to execute all necessary agreements to implement this
16act.
17     Section 5.  Tuition and fees shall be waived for up to a
18total of 120 hours of instruction at any career center
19established pursuant to s. 1001.44, Florida Statutes, at any
20community college established under part III of chapter 1004,
21Florida Statutes, or any state university. For any educational
22benefit made, Wilton Dedge is required to meet and maintain the
23regular admission requirements of, and be registered at, such
24career center, community college, or state university and make
25satisfactory academic progress as defined by the educational
26institution in which the claimant is enrolled.
27     Section 6.  The Chief Financial Officer shall purchase the
28annuity as required by this act upon delivery by Wilton Dedge to
29the Chief Financial Officer, the Department of Financial
30Services, the President of the Senate, and the Speaker of the
31House of Representatives of all of the following:
