House Joint Resolution
2A joint resolution proposing an amendment to Section 7 of
3Article II of the State Constitution to prohibit drilling
4or exploration for oil or natural gas within sovereign
5submerged lands and a specified distance offshore.

7Be It Resolved by the Legislature of the State of Florida:
8
9     That the following amendment to Section 7 of Article II of
10the State Constitution is agreed to and shall be submitted to
11the electors of this state for approval or rejection at the next
12general election or at an earlier special election specifically
13authorized by law for that purpose:

GENERAL PROVISIONS
16     SECTION 7.  Natural resources and scenic beauty.--
17     (a)  It shall be the policy of the state to conserve and
18protect its natural resources and scenic beauty. Adequate
19provision shall be made by law for the abatement of air and
20water pollution and of excessive and unnecessary noise and for
21the conservation and protection of natural resources.
22     (b)  Those in the Everglades Agricultural Area who cause
23water pollution within the Everglades Protection Area or the
24Everglades Agricultural Area shall be primarily responsible for
25paying the costs of the abatement of that pollution. For the
26purposes of this subsection, the terms "Everglades Protection
27Area" and "Everglades Agricultural Area" shall have the meanings
28as defined in statutes in effect on January 1, 1996.
29     (c)  Drilling or exploration for oil or natural gas shall
30be prohibited within sovereign submerged lands and within 200
31miles waterward of the coastline to the maximum extent allowed
32by United States or international law.
33     BE IT FURTHER RESOLVED that the following statement be
34placed on the ballot:

37     DRILLING OR EXPLORATION FOR OIL OR NATURAL GAS.--Proposing
38an amendment to the State Constitution to provide that drilling
39or exploration for oil or natural gas shall be prohibited within
40sovereign submerged lands and 200 miles waterward of the
41coastline to the maximum extent allowed by United States or
42international law.
