14         Senate Amendment (with title amendment) 
15         On page 40, between lines 5 and 6,
16  
17  insert:  
18         Section 10.  Any in-kind contribution that is made to a
19  political party, a committee of continuous existence, an
20  entity regulated pursuant to 26 U.S.C. s. 527, or an entity
21  regulated pursuant to 26 U.S.C. s. 501(c)(4) and that benefits
22  a legislator or legislative employee, agency official or
23  agency employee as defined in s. 112.3215, Florida Statutes,
24  or member of the Constitution Revision Commission must be
25  refunded by such entity to the contributor of the in-kind
26  contribution at the fair market value of the benefit received,
27  except that transportation provided in a private conveyance
28  must be refunded at the same value as transportation provided
29  in a comparable commercial conveyance.
