11 The Committee on Domestic Security (Wise) recommended the
12 following amendment:

14 Senate Amendment (with title amendment)
15 On page 3, lines 9-23, delete those lines
16
17 and insert: improvement, design, and engineering costs
18 related thereto.
19 b. A fire department vehicle, an emergency medical
20 service vehicle, a sheriff's office vehicle, a police
21 department vehicle, or any other vehicle, and such equipment
22 necessary to outfit the vehicle for its official use or
23 equipment that has a life expectancy of at least 5 years.
24 c. Any expenditure for the construction, lease, or
25 maintenance of, or provision of utilities or security for,
26 facilities as defined in s. 29.008.
27 d. Any fixed capital expenditure or fixed capital
28 outlay associated with the improvement of private facilities
29 that have a life expectancy of 5 or more years and that the
30 owner agrees to make available for use on a temporary basis as
31 needed by a local government as a public emergency shelter or

1 a staging area for emergency response equipment during an
2 emergency officially declared by the state or by the local
3 government under s. 252.38. Such improvements under this
4 subsection are limited to those necessary to comply with
5 current standards for public emergency evacuation shelters.
6 The owner shall enter into a written contract with the local
7 government providing the improvement funding to make such
8 private facility available to the public for purposes of
9 emergency shelter at no cost to the local government for a
10 minimum period of 10 years after completion of the
11 improvement, with the provision that such obligation will
12 transfer to any subsequent owner until the end of the minimum
13 period.

17 And the title is amended as follows:
18 On page 1, lines 4-11, delete those lines

20 and insert:
21 F.S.; including as infrastructure any fixed
22 capital expenditure or fixed capital outlay
23 associated with the improvement of certain
24 private facilities that the owner agrees to
25 make available as a public emergency shelter or
26 staging area for emergency response equipment
27 during emergencies declared by the state or
28 local government; requiring that improvements
29 be limited to those necessary to meet current
30 standards for public emergency evacuation
31 shelters; requiring the owner to enter into a
