11  The Committee on Community Affairs (Bennett) recommended the
12  following amendment:
13  
14         Senate Amendment (with title amendment) 
15         On page 39, between lines 13 and 14,
16  
17  insert:  
18         Section 8.  In order to maintain the security of the
19  ports of this state and to ensure the continuous flow of goods
20  critical to the economic health and prosperity of this state,
21  the ports of Jacksonville, Tampa, Port Everglades, Miami, Port
22  Canaveral, Ft. Pierce, Palm Beach, Port Manatee, Port St. Joe,
23  Panama City, St. Petersburg, Pensacola, Fernandina, and Key
24  West may not transfer ownership or exclusive management
25  control of real property or port operations to an entity
26  controlled by a foreign government or foreign business entity
27  without the express consent of the Legislature.
28         Section 9.  If any provision of this act or its
29  application to any person or circumstance is held invalid, the
30  invalidity does not affect other provisions or applications of
31  the act which can be given effect without the invalid

 2  this act are severable.

 9         On page 3, line 8, after the semicolon,

11  insert:
12         prohibiting the sale or exclusive control of
13         the real property or operations of any port in
14         this state to an entity controlled by a foreign
15         government or a foreign business entity without
16         the express consent of the Legislature;
17         providing for severability;
