11 The Committee on Transportation (Bullard) recommended the
12 following amendment:

14 Senate Amendment (with title amendment)
15 Delete everything after the enacting clause

17 and insert:
18 Section 1. Barrier required between a highway and a
19 canal or a water body.--
20 (1) Each limited access facility in Miami-Dade County
21 that is adjacent to a canal or other water body must have a
22 system of guardrails, retention cables, or other barriers
23 between the highway and the canal or water body which are
24 installed and maintained in conformance with standards
25 established by the Florida Department of Transportation. The
26 standards should consider loss of life by safely preventing
27 out-of-control motor vehicles from entering the canal or water
28 body, as well as the width or depth of the canal or water body
29 or its proximity to the traveled way of the highway.
30 (2) For a limited access facility in existence on July
31 1, 2006, the barriers required under this section must be

1 installed on or before December 31, 2009.
2 (3) This pilot program shall stand repealed December
3 31, 2011, unless reviewed and saved from repeal through
4 enactment by the Legislature.
5 Section 2. This act shall take effect July 1, 2006.

14 An act relating to a motor vehicle safety pilot
15 program; requiring certain limited access
16 facilities that are adjacent to a canal or
17 other water body to have a system of
18 guardrails, retention cables, or other barriers
19 between the highway and the canal or water
20 body; providing for the Department of
21 Transportation to establish certain standards
22 governing the installation and maintenance of
23 the barriers; requiring that barriers be
24 installed for existing highways by a specified
25 date; providing for future review and repeal;
26 providing an effective date.
