A bill to be entitled
2An act relating to the City of Jacksonville, Duval County;
3amending chapter 92-341, Laws of Florida, as amended;
4expanding the mayor's power to transfer certain
5appropriations, subject to authorization by ordinance
6adopted and approved by extraordinary vote of the council;
7providing an effective date.

9Be It Enacted by the Legislature of the State of Florida:

11     Section 1.  Section 14.03 of the charter of the City of
12Jacksonville, as readopted in chapter 92-341, Laws of Florida,
13as amended, is amended to read:
14     Section 14.03.  Transfer of appropriations.--The mayor may
15transfer any amount appropriated to any consolidated government
16division within such division but may not:
17     (a)  Transfer funds that are appropriated to any
18consolidated government division, department, agency, or
19nondepartmental account to any other division, department,
20agency, or nondepartmental account unless the council has
21adopted a general ordinance, approved by at least 13 members of
22the council, that authorizes the mayor to make such transfers.
23Repeal or modification of such ordinance shall require the
24concurrence of at least 13 members of the council. The ordinance
25must specify:
26     (1)  The type and manner of mayoral transfers that are
27permitted.
28     (2)  Whether the council must be given prior notice of a
29proposed transfer.
30     (3)  Whether the council must be given an opportunity to
31override a proposed transfer within a specified timeframe and by
32a specified vote.

34To the extent the provisions of the general ordinance are
35consistent with these standards, they shall be deemed to be a
36grant of additional powers to the executive branch not in
37violation of section 4.01 of this charter; or
38     (b)  Transfer funds appropriated to any services district
39to any other services district.
40     Section 2.  This act shall take effect upon becoming a law.
