A bill to be entitled
2An act relating to specialty license plates; amending s.
3320.08058, F.S.; providing that certain proceeds from the
4sale of Live the Dream specialty plates shall be
5distributed to the Sickle Cell Disease Association of
6Florida, Inc.; providing an effective date.

8Be It Enacted by the Legislature of the State of Florida:

10     Section 1.  Subsection (49) of section 320.08058, Florida
11Statutes, as amended by chapter 2005-357, Laws of Florida, is
12amended to read:
13     320.08058  Specialty license plates.--
14     (49)  LIVE THE DREAM LICENSE PLATES.--
15     (a)  The department shall develop a Live the Dream license
16plate as provided in this section. Live the Dream license plates
17must bear the colors and design approved by the department. The
18word "Florida" must appear at the top of the plate, and the
19words "Live the Dream" must appear at the bottom of the plate.
20     (b)  The proceeds of the annual use fee shall be
21distributed to the Dream Foundation, Inc. The Dream Foundation,
22Inc., shall retain the first $60,000 in proceeds from the annual
23use fees as reimbursement for administrative costs, startup
24costs, and costs incurred in the approval process. Thereafter,
25up to 25 percent shall be used for continuing promotion and
26marketing of the license plate and concept. The remaining funds
27shall be used in the following manner:
28     1.  Twenty-five percent shall be distributed to the Sickle
29Cell Disease Association of Florida, Inc., as grants for
30programs that provide research, care, and treatment for sickle
31cell disease.
32     2.  Twenty-five percent shall be distributed to the Florida
33chapter of the March of Dimes for programs and services that
34improve the health of babies through the prevention of birth
35defects and infant mortality.
36     3.  Ten percent shall be distributed to the Florida
37Association of Healthy Start Coalitions to decrease racial
38disparity in infant mortality and to increase healthy birth
39outcomes. Funding will be used by local Healthy Start Coalitions
40to provide services and increase screening rates for high-risk
41pregnant women, children under 4 years of age, and women of
42childbearing age.
43     4.  Ten percent shall be distributed to the Community
44Partnership for Homeless, Inc., for programs that provide relief
45from poverty, hunger, and homelessness.
46     5.  Five percent of the proceeds shall be used by the
47foundation for administrative costs directly associated with
48operations as they relate to the management and distribution of
49the proceeds.
50     Section 2.  This act shall take effect July 1, 2006.
