A bill to be entitled
2An act relating to education accountability; creating s.
31008.47, F.S.; requiring the Department of Education to
4annually report the state's ranking in a state-by-state
5comparison in specified educational measures; providing
6legislative goals; requiring rulemaking; providing an
7effective date.

9Be It Enacted by the Legislature of the State of Florida:

11     Section 1.  Section 1008.47, Florida Statutes, is created
12to read:
13     1008.47  Annual accountability reporting.--
14     (1)  The Department of Education shall annually report to
15the Governor, the President of the Senate, the Speaker of the
16House of Representatives, and the general public the state's
17ranking in a state-by-state comparison in each of the following
18measures:
19     (a)  Reading and mathematics scores of public school 4th
20grade students as reported in the National Assessment of
21Educational Progress.
22     (b)  Reading and mathematics scores of public school 8th
23grade students as reported in the National Assessment of
24Educational Progress.
25     (c)  Reading and mathematics scores of public high school
26students as reported by the Manhattan Institute for Policy
27Research.
28     (d)  SAT scores of public school students.
29     (e)  ACT scores of public school students.
30     (f)  Median student to teacher ratio in public school
31kindergarten through grade 3 as reported by the National Center
32for Education Statistics.
33     (g)  Average public school teacher salary adjusted for cost
34of living reported in Education Week.
35     (h)  Average public school beginning teacher salary
36adjusted for cost of living reported in Education Week.
37     (i)  Students receiving baccalaureate degrees within 6
38years after enrolling in college as reported by the National
39Center for Public Policy and Higher Education.
40     (j)  Students returning for the second year of study at 2-
41year colleges as reported by the National Center for Public
42Policy and Higher Education based on the ACT Institutional Data
43Questionnaire.
44     (k)  Total state and local expenditures per student based
45on fall enrollment as reported by the National Center for
46Education Statistics.
47     (l)  State appropriations for higher education per $1,000
48of personal income reported by the National Center for Public
49Policy and Higher Education.
50     (2)  It is the goal of the Legislature that the state rank
51in the top two quartiles in at least half of the measures, and
52not rank in the lowest quartile in any measure, reported
53according to this section.
54     (3)  The State Board of Education shall adopt rules
55pursuant to ss. 120.536(1) and 120.54 to implement the
56provisions of this section.
57     Section 2.  This act shall take effect July 1, 2006.
