1 A bill to be entitled
2 An act relating to university building
3 designation; designating a building located at
4 the University of South Florida St. Petersburg
5 as "H. William Heller Hall"; directing the
6 university to erect suitable markers; providing
7 an effective date.

9 WHEREAS, under H. William Heller's leadership, the
10 University of South Florida St. Petersburg has seen new
11 developments, including the addition of lower-division
12 academic programming which advanced the campus from an
13 institution serving only juniors, seniors, and graduate
14 students to a full 4-year institution, and
15 WHEREAS, under H. William Heller's leadership, the
16 University of South Florida St. Petersburg initiated the
17 process to achieve separate accreditation from the Southern
18 Association of Colleges and Schools, and
19 WHEREAS, under H. William Heller's leadership, the
20 University of South Florida St. Petersburg expanded course and
21 program offerings so that students now are able to take entire
22 course loads at the University of South Florida St. Petersburg
23 and graduate on a timely basis, and
24 WHEREAS, under H. William Heller's leadership, the
25 University of South Florida St. Petersburg won approval for
26 residence halls on campus, a first for a University of South
27 Florida regional campus, and
28 WHEREAS, under H. William Heller's leadership, the
29 University of South Florida St. Petersburg obtained nearly a
30 30-percent budget increase as a result of 2002 legislative
31 appropriations, representing a milestone for the campus and

1 providing an opportunity for the university and campus to
2 shape academic programs for years to come, and
3 WHEREAS, under H. William Heller's leadership, the
4 University of South Florida St. Petersburg fostered
5 university/community partnerships with the Florida Humanities
6 Council, YWCA, All Children's Hospital, USGS, Pinellas County
7 schools, City of St. Petersburg, and Bayboro neighbors, and
8 WHEREAS, under H. William Heller's leadership, the
9 University of South Florida St. Petersburg increased diversity
10 among students and faculty, realizing a gain of 20.5 percent
11 in minority recruitment, and
12 WHEREAS, under H. William Heller's leadership, the
13 University of South Florida St. Petersburg expanded disability
14 services, and
15 WHEREAS, under H. William Heller's leadership, the
16 University of South Florida St. Petersburg implemented a
17 successful SAT preparation program for minorities, increasing
18 student SAT scores by an average of more than 100 points, and
19 WHEREAS, under H. William Heller's leadership, the
20 University of South Florida St. Petersburg completed an
21 economic impact study with projections to 2012, and
22 WHEREAS, under H. William Heller's leadership, the
23 University of South Florida St. Petersburg initiated and
24 completed revision of the 1994-1995 master plan for the
25 campus, and
26 WHEREAS, under H. William Heller's leadership, the
27 University of South Florida St. Petersburg increased access to
28 University of South Florida offerings throughout Pinellas
29 County by offering as many as 10 off-campus sites, and
30 WHEREAS, under H. William Heller's leadership, the
31 University of South Florida St. Petersburg increased student

1 enrollment by 55 percent in 5 years, surpassing FTE enrollment
2 goals, and
3 WHEREAS, under H. William Heller's leadership, the
4 University of South Florida St. Petersburg tripled enrollment
5 in the Honors Program in 2 years, and
6 WHEREAS, under H. William Heller's leadership, the
7 University of South Florida St. Petersburg implemented three
8 new degree programs, and
9 WHEREAS, under H. William Heller's leadership, the
10 University of South Florida St. Petersburg nearly tripled the
11 number of its faculty members, and
12 WHEREAS, under H. William Heller's leadership, the
13 University of South Florida St. Petersburg developed a
14 responsive governance infrastructure for the campus,
15 establishing the first A&P and USPS councils, as well as the
16 Vice President's Council, and
17 WHEREAS, under H. William Heller's leadership, the
18 University of South Florida St. Petersburg spearheaded the
19 Urban Initiative, and
20 WHEREAS, under H. William Heller's leadership, the
21 University of South Florida St. Petersburg implemented a St.
22 Petersburg College presence on campus that provides
23 educational opportunities for approximately 500 students, and
24 WHEREAS, under H. William Heller's leadership, the
25 University of South Florida St. Petersburg created an internal
26 infrastructure that permits greater input into campus
27 decisionmaking by all groups on campus, and
28 WHEREAS, under H. William Heller's leadership, the
29 University of South Florida St. Petersburg promoted the
30 offering of Saturday classes on campus, and

1 WHEREAS, under H. William Heller's leadership, the
2 University of South Florida St. Petersburg increased external
3 funding exponentially, and
4 WHEREAS, the Legislature finds it appropriate to honor
5 H. William Heller's leadership and contributions to the
6 University of South Florida St. Petersburg and the Tampa Bay
7 community, NOW, THEREFORE,
8
9 Be It Enacted by the Legislature of the State of Florida:
10
11 Section 1. (1) The building known as Coquina Hall,
12 located on the campus of the University of South Florida St.
13 Petersburg in Pinellas County, is designated "H. William
14 Heller Hall."
15 (2) The University of South Florida St. Petersburg is
16 directed to erect suitable markers designating H. William
17 Heller Hall as described in subsection (1).
18 Section 2. This act shall take effect upon the
19 effective date of the retirement or resignation of H. William
20 Heller from, or the termination of H. William Heller's
21 employment with, the University of South Florida St.
22 Petersburg.
