6An act relating to physicians; creating s. 381.0304, F.S.;
7requiring the Division of Health Access and Tobacco of the
8Department of Health to monitor, evaluate, and report on
9the supply and distribution of allopathic physicians and
10osteopathic physicians and medical education in the state;
11requiring the division to report on the supply and
12distribution of dentists in specified Agency for Health
13Care Administration Medicaid service areas; providing an
14appropriation; providing an effective date.

16Be It Enacted by the Legislature of the State of Florida:
17
18     Section 1.  Section 381.0304, Florida Statutes, is created
19to read:
20     381.0304  Supply and distribution of physicians;
21reports.--The Division of Health Access and Tobacco of the
22department shall monitor, evaluate, and report on the supply and
23distribution of allopathic physicians licensed under chapter 458
24and osteopathic physicians licensed under chapter 459 in this
25state. The division shall develop a strategy to track and
26analyze, on an ongoing basis, the distribution of state-licensed
27physicians by specialty and geographic location using data that
28are available from public and private sources. The division
29shall develop a strategy to track and analyze on an ongoing
30basis the relationship of undergraduate and graduate medical
31education to the state's physician workforce, the number of
32medical students and medical residents in the state, the number
33of medical students and medical residents who are considered in-
34state residents, the number of medical students in the state who
35are placed in Florida-based residency programs, and the number
36of physicians who complete their residency in the state and
37continue to practice in the state. For the purpose of tracking
38and analyzing medical education, the division shall use data
39that are available from public and private sources, such as the
40Accreditation Council for Graduate Medical Education (ACGME) or
41American Osteopathic Association (AOA). The division shall
42submit a report to the Governor, the President of the Senate,
43and the Speaker of the House of Representatives by March 1,
442008, and annually thereafter.
45     Section 2.  The Division of Health Access and Tobacco of
46the Department of Health shall analyze the supply and
47distribution of state-licensed dentists in the Agency for Health
48Care Administration's Areas One and Two using data that are
49available from public and private sources. The division shall
50determine whether such dentists are retired or working full
51time. The division shall submit a preliminary report to the
52Governor, the President of the Senate, and the Speaker of the
53House of Representatives by March 1, 2007, that identifies the
54supply and distribution of state-licensed dentists in the Agency
55for Health Care Administration's Areas One and Two, indicates
56whether state-licensed dentists in such areas are retired or
57working full time, and recommends strategies to improve a
58broader distribution of dentists in such areas if a shortage or
59maldistribution is determined to exist. The division shall
60submit a final report to the Governor, the President of the
61Senate, and the Speaker of the House of Representatives by March
621, 2008.
63     Section 3.  The sum of $161,148, of which $110,771 is
64recurring, is appropriated from the Medical Quality Assurance
65Trust Fund to the Department of Health, and one full-time
66equivalent position at 36,245 in salary rate is authorized, to
67implement this act for fiscal year 2006-2007.
68     Section 4.  This act shall take effect October 1, 2006.
