11 | requiring the division to report on the supply and |
12 | distribution of dentists in specified Agency for Health |
13 | Care Administration Medicaid service areas; providing an |
14 | appropriation; providing an effective date. |

16 | Be It Enacted by the Legislature of the State of Florida: |
17 |
|
18 | Section 1. Section 381.0304, Florida Statutes, is created |
19 | to read: |
20 | 381.0304 Supply and distribution of physicians; |
21 | reports.--The Division of Health Access and Tobacco of the |
22 | department shall monitor, evaluate, and report on the supply and |
23 | distribution of allopathic physicians licensed under chapter 458 |
24 | and osteopathic physicians licensed under chapter 459 in this |
25 | state. The division shall develop a strategy to track and |
26 | analyze, on an ongoing basis, the distribution of state-licensed |
27 | physicians by specialty and geographic location using data that |
28 | are available from public and private sources. The division |
29 | shall develop a strategy to track and analyze on an ongoing |
30 | basis the relationship of undergraduate and graduate medical |
31 | education to the state's physician workforce, the number of |
32 | medical students and medical residents in the state, the number |
33 | of medical students and medical residents who are considered in- |
34 | state residents, the number of medical students in the state who |
35 | are placed in Florida-based residency programs, and the number |
36 | of physicians who complete their residency in the state and |
37 | continue to practice in the state. For the purpose of tracking |
38 | and analyzing medical education, the division shall use data |
39 | that are available from public and private sources, such as the |
40 | Accreditation Council for Graduate Medical Education (ACGME) or |
41 | American Osteopathic Association (AOA). The division shall |
42 | submit a report to the Governor, the President of the Senate, |
43 | and the Speaker of the House of Representatives by March 1, |
44 | 2008, and annually thereafter. |
45 | Section 2. The Division of Health Access and Tobacco of |
46 | the Department of Health shall analyze the supply and |
47 | distribution of state-licensed dentists in the Agency for Health |
48 | Care Administration's Areas One and Two using data that are |
49 | available from public and private sources. The division shall |
50 | determine whether such dentists are retired or working full |
51 | time. The division shall submit a preliminary report to the |
52 | Governor, the President of the Senate, and the Speaker of the |
53 | House of Representatives by March 1, 2007, that identifies the |
54 | supply and distribution of state-licensed dentists in the Agency |
55 | for Health Care Administration's Areas One and Two, indicates |
56 | whether state-licensed dentists in such areas are retired or |
57 | working full time, and recommends strategies to improve a |
58 | broader distribution of dentists in such areas if a shortage or |
59 | maldistribution is determined to exist. The division shall |
60 | submit a final report to the Governor, the President of the |
61 | Senate, and the Speaker of the House of Representatives by March |
62 | 1, 2008. |
63 | Section 3. The sum of $161,148, of which $110,771 is |
64 | recurring, is appropriated from the Medical Quality Assurance |
65 | Trust Fund to the Department of Health, and one full-time |
66 | equivalent position at 36,245 in salary rate is authorized, to |
67 | implement this act for fiscal year 2006-2007. |
68 | Section 4. This act shall take effect October 1, 2006. |
