A bill to be entitled
2An act relating to physicians; creating s. 381.0304, F.S.;
3requiring the Division of Health Access and Tobacco of the
4Department of Health to monitor, evaluate, and report on
5the supply and distribution of allopathic physicians and
6osteopathic physicians and medical education in the state;
7requiring the division to report on the supply and
8distribution of dentists in specified Agency for Health
9Care Administration Medicaid service areas; providing a
10contingent effective date.

12Be It Enacted by the Legislature of the State of Florida:

14     Section 1.  Section 381.0304, Florida Statutes, is created
15to read:
16     381.0304  Supply and distribution of physicians;
17reports.--The Division of Health Access and Tobacco of the
18department shall monitor, evaluate, and report on the supply and
19distribution of allopathic physicians licensed under chapter 458
20and osteopathic physicians licensed under chapter 459 in this
21state. The division shall develop a strategy to track and
22analyze, on an ongoing basis, the distribution of state-licensed
23physicians by specialty and geographic location using data that
24are available from public and private sources. The division
25shall develop a strategy to track and analyze on an ongoing
26basis the relationship of undergraduate and graduate medical
27education to the state's physician workforce, the number of
28medical students and medical residents in the state, the number
29of medical students and medical residents who are considered in-
30state residents, the number of medical students in the state who
31are placed in Florida-based residency programs, and the number
32of physicians who complete their residency in the state and
33continue to practice in the state. For the purpose of tracking
34and analyzing medical education, the division shall use data
35that are available from public and private sources, such as the
36Accreditation Council for Graduate Medical Education (ACGME) or
37American Osteopathic Association (AOA). The division shall
38submit a report to the Governor, the President of the Senate,
39and the Speaker of the House of Representatives by February 1,
402008, and annually thereafter.
41     Section 2.  The Division of Health Access and Tobacco of
42the Department of Health shall analyze the supply and
43distribution of state-licensed dentists in the Agency for Health
44Care Administration's Areas One and Two using data that are
45available from public and private sources. The division shall
46determine whether such dentists are retired or working full
47time. The division shall submit a preliminary report to the
48Governor, the President of the Senate, and the Speaker of the
49House of Representatives by February 1, 2007, that identifies
50the supply and distribution of state-licensed dentists in the
51Agency for Health Care Administration's Areas One and Two,
52indicates whether state-licensed dentists in such areas are
53retired or working full time, and recommends strategies to
54improve a broader distribution of dentists in such areas if a
55shortage or maldistribution is determined to exist. The division
56shall submit a final report to the Governor, the President of
57the Senate, and the Speaker of the House of Representatives by
58February 1, 2008.
59     Section 3.  This act shall take effect July 1, 2006, only
60if a specific appropriations to the Department of Health to fund
61the provisions of this act is made in the General Appropriations
62Act for fiscal year 2006-2007.
