  1                      A bill to be entitled

  2         An act relating to student voter education;

  3         encouraging district school boards and county

  4         supervisors of elections jointly to provide a

  5         program of voter education for high school

  6         seniors; providing guidelines for the content

  7         of the educational program; requiring that the

  8         program of voter education be conducted during

  9         school hours; providing an effective date.

11  Be It Enacted by the Legislature of the State of Florida:

12  

13         Section 1.  (1)  Each district school board and county

14  supervisor of elections shall cooperate to provide voter

15  education to high school students who are in grade 12. The

16  voter education shall be in the form of a presentation and is

17  voluntary for public high schools and nonpublic high schools.

18  Each supervisor of elections shall conduct the presentation

19  for the public high schools and, upon request, for the

20  nonpublic high schools.

21         (2)  The voter education must include information

22  concerning:

23         (a)  How to register to vote and preregister.

24         (b)  The operation of voting machines.

25         (c)  How, when, and where to vote.

26         (d)  The importance of voting.

27         (3)  The voter-education program must provide students

28  with the opportunity, sufficient information, and sufficient

29  time to complete and hand in to the supervisor of elections

30  applications for voter registration.

 1         (4)  The voter-education program shall be conducted

 2  during school hours each term of the school year in order to

 3  reach a maximum number of students in the most effective and

 4  efficient manner.

 5         (5)  A student may not be excluded from the

 6  voter-education program due to an irregular class schedule,

 7  and students enrolled in a magnet school must be provided

 8  voter education.

 9         Section 2.  This act shall take effect July 1, 2006.

12                          SENATE SUMMARY

13    Requires district school boards and county supervisors of
      elections jointly to provide a voter-education program
