7 | Breeders and Owners Association, the Florida Greyhound |
8 | Association, Inc., and the International Jai Alai Players |
9 | Association which govern the payment of purses and awards; |
10 | providing an effective date. |

12 | Be It Enacted by the Legislature of the State of Florida: |
13 |

14 | Section 1. This act may be cited as the "Equal Treatment |
15 | Under the Law Act." |
16 | Section 2. Paragraph (a) of subsection (10) of section |
17 | 551.104, Florida Statutes, as created by chapter 2005-362, Laws |
18 | of Florida, is amended to read: |
19 | 551.104 License to conduct slot machine gaming.-- |
20 | (10)(a) No slot machine license or renewal thereof shall |
21 | be issued to an applicant holding a permit under chapter 550 to |
22 | conduct pari-mutuel wagering meets of thoroughbred racing unless |
23 | the applicant has on file with the division a binding written |
24 | agreement between the applicant and the Florida Horsemen's |
25 | Benevolent and Protective Association, Inc., the Florida |
26 | Standardbred Breeders and Owners Association, the Florida |
27 | Greyhound Association, Inc., and the International Jai Alai |
28 | Players Association governing the payment of purses and awards |
29 | on live thoroughbred races or games conducted at the licensee's |
30 | pari-mutuel facility. In addition, no slot machine license or |
31 | renewal thereof shall be issued to such an applicant unless the |
32 | applicant has on file with the division a binding written |
33 | agreement between the applicant and the Florida Thoroughbred |
34 | Breeders' Association, Inc., governing the payment of breeders', |
35 | stallion, and special racing awards on live thoroughbred races |
36 | conducted at the licensee's pari-mutuel facility, and the |
37 | Florida Standardbred Breeders and Owners Association, the |
38 | Florida Greyhound Association, Inc., and the International Jai |
39 | Alai Players Association governing the payment of purses and |
40 | awards on live races or games conducted at the licensee's pari- |
41 | mutuel facility. The agreement governing purses and the |
42 | agreement governing awards may direct the payment of such purses |
43 | and awards from revenues generated by any wagering or gaming the |
44 | applicant is authorized to conduct under Florida law. All purses |
45 | and awards shall be subject to the terms of chapter 550. All |
46 | sums for breeders', stallion, and special racing awards shall be |
47 | remitted monthly to the Florida Thoroughbred Breeders' |
48 | Association, Inc., for the payment of awards subject to the |
49 | administrative fee authorized in s. 550.2625(3). |
50 | Section 3. This act shall take effect July 1, 2006. |
