A bill to be entitled
2An act relating to the Rupert J. Smith Law Library, St.
3Lucie County; amending chapter 2001-326, Laws of Florida;
4providing for the appointment of additional members to the
5board of trustees; providing for supersedure of
6inconsistent law; providing an effective date.

8Be It Enacted by the Legislature of the State of Florida:

10     Section 1.  Section 1 of section 3 of chapter 2001-326,
11Laws of Florida, is amended to read:
12Section 1.  There is hereby created a Board of Trustees to
13be known as "Board of Trustees, Rupert J. Smith Law Library of
14Saint Lucie County," which said board shall consist of five
15three members; the membership of the said board shall consist of
16a Circuit Judge who is a resident of Saint Lucie County, to be
17designated by the Chief Judge of the Nineteenth Judicial
18Circuit, one member of the Board of County Commissioners of
19Saint Lucie County to be chosen by the said Board of County
20Commissioners biennially, two and one active practicing
21attorneys attorney who reside resides in Saint Lucie County, one
22to be appointed by the president of the Saint Lucie County Bar
23Association and one to be appointed by the president of the Port
24Saint Lucie Bar Association, and a lay member to be appointed by
25the president of the Friends of Saint Lucie County Library
26Association, Inc. At the time this act takes effect, two
27attorneys one attorney shall be appointed for a term of 1 year,
28beginning on the first Tuesday after the first Monday in January
29of each year. The Board of Trustees shall have full power and
30authority to establish, operate, and maintain one or more law
31library facilities within Saint Lucie County at such place or
32places as may, from time to time, be designated by said Board of
33Trustees; to prescribe rules and regulations as to its own
34functions and organization; and to prescribe and enforce rules
35and regulations as to the use, maintenance, and operation of
36said law library. Said Board of Trustees shall purchase books,
37furniture, equipment, and supplies either for cash or upon
38retained title or other contracts that shall be payable solely
39out of said law library fund and not otherwise.
40     Section 2.  All provisions of law which are in direct
41conflict with this act are hereby superseded to the extent of
42such conflict.
43     Section 3.  This act shall take effect upon becoming a law.
