A bill to be entitled
2An act relating to the Rupert J. Smith Law Library, St.
3Lucie County; amending chapter 2001-326, Laws of Florida;
4providing for the appointment of additional members to the
5board of trustees; providing an effective date.

7Be It Enacted by the Legislature of the State of Florida:

9     Section 1.  Section 1 of section 3 of chapter 2001-326,
10Laws of Florida, is amended to read:
11Section 1.  There is hereby created a Board of Trustees to
12be known as "Board of Trustees, Rupert J. Smith Law Library of
13Saint Lucie County," which said board shall consist of five
14three members; the membership of the said board shall consist of
15a Circuit Judge who is a resident of Saint Lucie County, to be
16designated by the Chief Judge of the Nineteenth Judicial
17Circuit, one member of the Board of County Commissioners of
18Saint Lucie County to be chosen by the said Board of County
19Commissioners biennially, two and one active practicing
20attorneys attorney who reside resides in Saint Lucie County, one
21to be appointed by the president of the Saint Lucie County Bar
22Association and one to be appointed by the president of the Port
23Saint Lucie Bar Association, and a lay member to be appointed by
24the president of the Friends of Saint Lucie County Library
25Association, Inc. At the time this act takes effect, two
26attorneys one attorney shall be appointed for a term of 1 year,
27beginning on the first Tuesday after the first Monday in January
28of each year. The Board of Trustees shall have full power and
29authority to establish, operate, and maintain one or more law
30library facilities within Saint Lucie County at such place or
31places as may, from time to time, be designated by said Board of
32Trustees; to prescribe rules and regulations as to its own
33functions and organization; and to prescribe and enforce rules
34and regulations as to the use, maintenance, and operation of
35said law library. Said Board of Trustees shall purchase books,
36furniture, equipment, and supplies either for cash or upon
37retained title or other contracts that shall be payable solely
38out of said law library fund and not otherwise.
39     Section 2.  This act shall take effect upon becoming a law.
