1	A bill to be entitled
2	An act relating to the Rupert J. Smith Law Library, St.
3	Lucie County; amending chapter 2001-326, Laws of Florida;
4	providing for the appointment of additional members to the
5	board of trustees; providing an effective date.

7	Be It Enacted by the Legislature of the State of Florida:

9	Section 1.  Section 1 of section 3 of chapter 2001-326,
10	Laws of Florida, is amended to read:
11	Section 1.  There is hereby created a Board of Trustees to
12	be known as "Board of Trustees, Rupert J. Smith Law Library of
13	Saint Lucie County," which said board shall consist of five
14	three members; the membership of the said board shall consist of
15	a Circuit Judge who is a resident of Saint Lucie County, to be
16	designated by the Chief Judge of the Nineteenth Judicial
17	Circuit, one member of the Board of County Commissioners of
18	Saint Lucie County to be chosen by the said Board of County
19	Commissioners biennially, two and one active practicing
20	attorneys attorney who reside resides in Saint Lucie County, one
21	to be appointed by the president of the Saint Lucie County Bar
22	Association and one to be appointed by the president of the Port
23	Saint Lucie Bar Association, and a lay member to be appointed by
24	the president of the Friends of Saint Lucie County Library
25	Association, Inc. At the time this act takes effect, two
26	attorneys one attorney shall be appointed for a term of 1 year,
27	beginning on the first Tuesday after the first Monday in January
28	of each year. The Board of Trustees shall have full power and
29	authority to establish, operate, and maintain one or more law
30	library facilities within Saint Lucie County at such place or
31	places as may, from time to time, be designated by said Board of
32	Trustees; to prescribe rules and regulations as to its own
33	functions and organization; and to prescribe and enforce rules
34	and regulations as to the use, maintenance, and operation of
35	said law library. Said Board of Trustees shall purchase books,
36	furniture, equipment, and supplies either for cash or upon
37	retained title or other contracts that shall be payable solely
38	out of said law library fund and not otherwise.
39	Section 2.  This act shall take effect upon becoming a law.
