3     Amendment (with title amendment)
4     Remove lines 39 through 71 and insert:

6coordination, or administration of, activities related to, or
7involving, travel to a terrorist state. For purposes of this
8section, "terrorist state" is defined as any state, country, or
9nation designated by the United States Department of State as a
10state sponsor of terrorism.
11     Section 2.  Subsection (6) is added to section 1011.90,
12Florida Statutes, to read:
13     1011.90  State university funding.--
14     (6)  None of the state or nonstate funds made available to
15state universities may be used to implement, organize, direct,
16coordinate, or administer, or to support the implementation,
17organization, direction, coordination, or administration of,
18activities related to or involving travel to a terrorist state.
19For purposes of this section, "terrorist state" is defined as
20any state, country, or nation designated by the United States
21Department of State as a state sponsor of terrorism.
22     Section 3.  Paragraphs (e), (f), and (g) of subsection (3)
23of section 112.061, Florida Statutes, are redesignated as
24paragraphs (f), (g), and (h), respectively, and a new paragraph
25(e) is added to that subsection to read:
26     112.061  Per diem and travel expenses of public officers,
27employees, and authorized persons.--
28     (3)  AUTHORITY TO INCUR TRAVEL EXPENSES.--
29     (e)  Travel expenses of public officers or employees for
30the purpose of implementing, organizing, directing,
31coordinating, or administering, or supporting the
32implementation, organization, direction, coordination, or
33administration of, activities related to or involving travel to
34a terrorist state shall not be allowed under any circumstances.
35For purposes of this section, "terrorist state" is defined as
36any state, country, or nation designated by the United States
37Department of State as a state sponsor of terrorism.
38     Section 4.  No state funds made available to a private
39college or university in this state may be used to implement,
40organize, direct, coordinate, or administer, or to support the
41implementation, organization, direction, coordination, or
42administration of, activities related to, or involving, travel
43to a terrorist state. For purposes of this section, "terrorist
44state" is defined as any state, country, or nation designated by
45the United States Department of State as a state sponsor of
46terrorism.
47     Section 5.  This act shall take effect July 1, 2006.

54defining "terrorist state"; prohibiting a private college or
55university in this state from using state funds for activities

57effective date.
