A bill to be entitled
2An act relating to travel to terrorist states; amending s.
31011.81, F.S.; prohibiting the use of funds from the
4Community College Program Fund, or funds made available to
5community colleges from outside the fund, to implement,
6organize, direct, coordinate, or administer activities
7related to or involving travel to a terrorist state;
8defining "terrorist state"; amending s. 1011.90, F.S.;
9prohibiting the use of state or nonstate funds made
10available to state universities to implement, organize,
11direct, coordinate, or administer activities related to or
12involving travel to a terrorist state; defining "terrorist
13state"; amending s. 112.061, F.S.; providing that travel
14expenses of public officers or employees for the purpose
15of implementing, organizing, directing, coordinating, or
16administering activities related to or involving travel to
17a terrorist state shall not be allowed under any
18circumstances; defining "terrorist state"; providing an
19effective date.

21Be It Enacted by the Legislature of the State of Florida:
22
23     Section 1.  Section 1011.81, Florida Statutes, is amended
24to read:
25     1011.81  Community College Program Fund.--
26     (1)  There is established a Community College Program Fund.
27This fund shall comprise all appropriations made by the
28Legislature for the support of the current operating program and
29shall be apportioned and distributed to the community college
30districts of the state on the basis of procedures established by
31law and rules of the State Board of Education. The annual
32apportionment for each community college district shall be
33distributed monthly in payments as nearly equal as possible.
34     (2)  None of the funds made available in the Community
35College Program Fund, or funds made available to community
36colleges outside the Community College Program Fund, may be used
37to implement, organize, direct, coordinate, or administer, or to
38support the implementation, organization, direction,
39coordination, or administration of, activities related to or
40involving travel to a terrorist state. For purposes of this
41section, "terrorist state" is defined as any state, country, or
42nation designated by the United States Department of State as a
43state sponsor of terrorism.
44     Section 2.  Subsection (6) is added to section 1011.90,
45Florida Statutes, to read:
46     1011.90  State university funding.--
47     (6)  None of the state or nonstate funds made available to
48state universities may be used to implement, organize, direct,
49coordinate, or administer, or to support the implementation,
50organization, direction, coordination, or administration of,
51activities related to or involving travel to a terrorist state.
52For purposes of this section, "terrorist state" is defined as
53any state, country, or nation designated by the United States
54Department of State as a state sponsor of terrorism.
55     Section 3.  Paragraphs (e), (f), and (g) of subsection (3)
56of section 112.061, Florida Statutes, are redesignated as
57paragraphs (f), (g), and (h), respectively, and a new paragraph
58(e) is added to that subsection to read:
59     112.061  Per diem and travel expenses of public officers,
60employees, and authorized persons.--
61     (3)  AUTHORITY TO INCUR TRAVEL EXPENSES.--
62     (e)  Travel expenses of public officers or employees for
63the purpose of implementing, organizing, directing,
64coordinating, or administering, or supporting the
65implementation, organization, direction, coordination, or
66administration of, activities related to or involving travel to
67a terrorist state shall not be allowed under any circumstances.
68For purposes of this section, "terrorist state" is defined as
69any state, country, or nation designated by the United States
70Department of State as a state sponsor of terrorism.
71     Section 4.  This act shall take effect July 1, 2006.
