A bill to be entitled
6An act relating to driver history records; creating the
7"Jeffrey Klapatch Act"; amending s. 322.20, F.S.;
8providing for the Division of Driver Licenses of the
9Department of Highway Safety and Motor Vehicles to
10implement a system that provides the parents or guardian
11of a minor or the adult who signed a minor's application
12for a driver's license with Internet access to the driver
13history record of the minor; providing that no fee will be
14charged for such access; providing for termination of such
15access; providing an effective date.

17Be It Enacted by the Legislature of the State of Florida:
18
19     Section 1.  This act may be cited as the "Jeffrey Klapatch
20Act."
21     Section 2.  Subsections (13), (14), and (15) of section
22322.20, Florida Statutes, are renumbered as subsections (14),
23(15), and (16), respectively, and a new subsection (13) is added
24to that section to read:
25     322.20  Records of the department; fees; destruction of
26records.--
27     (13)  The Division of Driver Licenses shall implement a
28system that allows either parent of a minor, or a guardian, or
29other responsible adult who signed a minor's application for a
30driver's license to have Internet access through a secure
31website to inspect the minor's driver history record. Internet
32access to driver history records granted to a minor's parents,
33guardian, or other responsible adult shall be furnished by the
34department at no fee and shall terminate when the minor attains
3518 years of age.
36     Section 3.  This act shall take effect January 1, 2007.
